Reports on grant claims

Since the Homes and Communities Agency (HCA) adopted the 'preferred partnering approach' (PPA) to grant funding in 2004, associations are required to appoint accountants to report on specific tests of compliance with grant procedures. The HCA review and approve the sample of schemes that are selected for testing. Experience of the operation of the PPA has shown that compliance testing works most efficiently where:

  • A key document file is retained for all of the PPA test documents
  • The audit checklists on the HCA website are used as a cross check to make sure all documents have been obtained
  • A copy of the annual Board approval to funding conditions is on file
  • Copies of IMS screen dumps are retained
  • The auditor is advised of any problem areas on schemes.
